A $36 million affordable-housing development broke ground Friday on Youngstown's South Side: 120 apartments across five three-story buildings at 800 E. Indianola Ave., on the site of the former Woodside Receiving Hospital.

Homestead Crossing Apartments is developer Wallick's first project in Northeast Ohio, the Business Journal Daily reported. The company, based in New Albany, Ohio, expects the homes to be completed in about 18 months.

“Homestead Crossing is a milestone for us as we grow our footprint across the state,” Wallick CEO Amy Albery said at the ceremonial groundbreaking. Wallick is among the first developers in Ohio to combine the state's Ohio Low Income Housing Tax Credit with federal housing tax credits for a project.

The apartments — 30 one-bedroom, 72 two-bedroom and 18 three-bedroom units — are intended for families earning up to 60% of the area median income in Mahoning County, about $52,000. Rents will be capped so residents spend no more than 30% of their income on housing, and the community is designed to stay affordable for at least 30 years.

The site also gets a playground and community lounge, and each apartment will include a fully equipped kitchen, washer-dryer hookups and storage. Councilwoman Amber White, whose 7th Ward includes the project, said the area “has not seen this level of investment in quite some time.” The hospital closed in 2008 and was razed in 2014; Wallick bought the property through the city's land reutilization program.
